Port Arthur; Texas is situated in the Beaumont-Port Arthur MSA with Jefferson County. The city of Port Arthur has a population of about 56,000 people alongside the bank of Sabine Lake. The city of Port Arthur is connected via the Rainbow Bridge, which crosses the Neches River, to Bridge City.

Originally, a city known as Aurora was situated near the mouth of Taylor Bayou on Sabine Lake. It dates back as early as 1837, with town lots being advertised around the year 1840 with Almanzon Huston as the head promoter. Even if some lots were sold, the majority did not and Houston's project failed. Later, the small township was called Sparks, named after John Sparks and his family. Just before the Civil War began the Eastern Texas Railroad was completed. The railroad passed approximately four miles west of Sparks. At this point, the railroad passing track was called Aurora. In the middle of the Civil War the rails were removed and nearly all of the inhabitants decided to move elsewhere. Some who remained decided to move to Beaumont after a hurricane ruined their houses in 1886. Arthur E. Stilwell took advantage of the neglected community and made it the site of his new city, Port Arthur.

Because of the demand within the energy business; the city has more recently experienced an economic boom. Energy infrastructure projects are presently underway and many are being planned. Two of the biggest projects are the Sabine Pass and Golden Pass LNG terminals; So far, these separate projects have gathered initial investments of over $2 billion. At the peak of their construction they would employ thousands of people.

Port Arthur is currently receiving renewed investment in some important installations within the refining businesses. Motiva Enterprises is expanding its present capacity in its western Port Arthur refinery to around 600,000 barrels every day. This expansion is the largest US refinery expansion during the last 30 years and is projected to cost about $10 billion. Valero spent $775 million to be able to expand its petrochemical plant and BASF/Fina opened a new gasification and cogeneration unit along with renovated its present installation, that is projected to have cost $2.75 billion. The city is also home to the Port of Port Arthur, which is amongst Texas' leading seaports.

There was a barge and a large oil tanker that collided in 2010, spilling more than 450,000 gallons of oil into the Sabine/Neches waterway.

Over the last few years, the economic slump has been prevalent. A lot of local companies closed up shop. The Hotel Sabine, which is the tallest building in the city of Port Arthur, had to be abandoned. The city obtained it and attempted to sell it in 2005, but there were no purchasers who were interested. To add to the devastation, Hurricane Riva damaged several downtown businesses and houses with its direct hit on the Proctor Street Seawall. However, as economic activity is gradually revived, the city of Port Arthur has begun to revitalize downtown.
